PB Community Impact Fund provided $12 million of New Markets Tax Credit (NMC) allocation to McNeely Plastics (McNeely) to finance the expansion of McNeely’s Clinton, MS production facility and the purchase and installation of new equipment at the facility.

McNeely is a supplier and manufacturer of flexible plastic packaging for food and non-food applications. McNeely manufactures sheeting, tubing, stretch hooder, bags on rolls, loose bags, wicketed bags, re-closeable bags, bottom/side seated bags, easy open bags, and films for consumer product companies and industrial use. For non-food industries, McNeely’s products are used to improve logistics and transportation through load containment.

The project was needed to expand McNeely’s production capacity to allow them to meet customer demand and stay competitive in the marketplace. At stabilization, the project will allow McNeely to increase its capacity from 70 million pounds per year to 125 million pounds per year by 2026. This will allow McNeely to operate more efficiently and continue to support well-paying in the Clinton, MS community.

To hire local job seekers, McNeely works with the Mississippi Department of Employment Security, Hinds Community College’s Workforce Development and Career Technical Training, and the Central Mississippi Planning and Development District. Additionally, McNeely provides all employees with a benefits package that includes health insurance, dental insurance, life insurance, long-term disability insurance, short-term disability insurance, paid time off, and access to a 401(k)-retirement plan with a 4% company match.

Lower-level employees are also offered training to assist with career advancement. Each employee is estimated to receive about 55 hours of training upon onboarding and about 25- 35 hours of refresher training depending upon the role annually. Additionally, McNeely has partnered with the Mississippi Department of Workforce Development and the local junior colleges to provide skills training throughout the year, conducting 69 training sessions in 2022. McNeely Plastics has also developed an internal operator training program through initial classroom situational training for employees followed by supervisory training on the production lines themselves.
